My intent was a combination of both i.e. that the 1st is the deadline
for changes and, at that time, I announce a freeze on a tag.

In the event that there are changes after that tag, we can decide
whether to re-tag to include them or they have to wait until the next
release. But the idea of stating the deadline early is that there should
ideally not be such changes.
