Extraneous tags for JDK-8222137 backports

Aleksey,

Christoph added the jdk11u-fix-request label to the master bug report. 
That gets copied to the sibling records when backports are created. 
(side effect of JBS which I'd like to see changed)

I only added the jdk12u-fix-request label and that's only on the master 
bug report. I'll fix up the backport records now.
