JDK11/8 Updates: process, schedules and tagging

I appreciate what was proposed here.

I see two problems with skipping tags:
 - You cannot predict when a tag will applied. 
   You can not talk about the future mentioning tags if you skip them.
 - If you look at a repo, you can not easily tell at which 
   sequence tags were applied. You need to look at the dates 
   of changes. With regular weekly tags, going back 4 tags means
   going back 4 weeks.
 I.e., I think it's not essential, but makes life more easy if it's 
 predictable.

Also, Oracle does not skip them. See 11.0.2+2 and 11.0.2+3.
