Backport of 8217707

Hi Andrew, David,

If I get it right, the backport approval process requires me to have a JBS user, which currently I don’t. 

Would you mind adding corresponding fix-request tags for 11u and 12u for me, please? Meanwhile I’ll also start a formal JBS user request.

And I’m also very sorry that in my initial e-mail, the underlying link for the bug was point a totally different entry, so the correct one is https://bugs.openjdk.java.net/browse/JDK-8217707.

In particular the "jdk<release>u-fix-request" tag. And quickly,
please: we're nearly at rampdown for release.
