JDK11u tree is *NOT* open for pushes -- both repos are open!!

Hi,

Jdk11u-dev is open for changes for 11.0.**5**.  
Tag jdk11u-fix-yes required!

Jdk11u is open for **critical fixes** for 11.0.**4**. 
Tag jdk11u-critical-yes required!

Jdk11u wasn't really closed. It was just pointless to push 
there as both repos were in complete sync for four weeks.
But jdk11u-critical-yes was required all the time
to push to jdk11u.
