[11u] RFR: 8227439: Turn off AOT by default

Hi

I would like to downport this change for parity with oracle 11.0.6.
I need reviews as it required some minor adaptions:

- RunTest.gmk
   The make function "SetupAotModule" is not in 11. Dropping the changes to this
   function.
- Launcher-jdk.aot.gmk: Copyright
- build-bootmodules.sh: context, trivial
