[11u] RFR: 8209574: [AOT] breakpoint events are generated in different threads does not meet expected count

Hi 

I downport this for parity with 11.0.7-oracle.

I had to resolve aotLoader.cpp.
In the context, is_anonymous() was replaced by is_unsafe_anonymous()
in jdk14 which made the change not apply.
