[11u] RFR 8225425: java.lang.UnsatisfiedLinkError: net.dll: Can't find dependent libraries

This one is 11u-critical.

Patch applies cleanly, but test fails to compile, because there is no URIBuilder in 11u. It was
added later by JDK-8220575. I picked up the copy from there.
