RFR: [11u] 8209835: Aarch64: elide barriers on all volatile operations

Hi,

    Thanks for the help.  I was not able to push this due to bad network status.  
    Could someone help push this please?  The patch still applies to jdk11u-dev and passes tier1 test on aarch64 linux platform.
