Fix request JDK-8228359

Hi all,
  I plan to backports some jfr-related patches from 13,14 to 11u, and then 8u. This is my first time to contribute a fix, I choose JDK-8228359 (https://hg.openjdk.java.net/jdk/jdk13/rev/36a842b472e8)as my first backport fix.
  This patch applies cleanly to 11u, and I need to put jdk11u-fix-request label on the issue(https://bugs.openjdk.java.net/browse/JDK-8228359),
but I don't have JBS user count, can you help me ?
