[11u] RFR: 8238721: Add failing client jtreg tests to the Problem List

Hi,

please review this backport of some test exclusions in the awt/swing area. This is 11.0.8-oracle and we're seeing some of the test errors on our newer MacOS and Linux test boxes as well.

The only notable difference to the original change is that for java/awt/Modal/FileDialog/FileDialogDocModal7Test.java the backport changes the referenced bug to 7186009. In jdk11u-dev, 8198664 was referenced but I believe 7186009 is more current, as of head.
