[11u] Backport JEP 346 : Promptly Return Unused Committed Memory from G1

Hi all,

To add to this, MSFT's OpenJDK engineering group would also be willing to
help out on maintaining this patch, we believe it will benefit our
customers. In the interests of setting expectations, we'd like to be clear
that:

   - We do not currently have the test infrastructure set up to do any
   heavy lifting on testing or performance measurements today (this will
   change in the coming quarters!).
   - We have limited expertise in G1 development so our reviews of the code
   changes would provide minimal quality assurances.
   - We do not have any experience in monitoring changes in newer releases
   to find bugs, etc that need to be backported for this feature if they
   happen - but we're very willing to learn!
   - We do however have people power (experienced JVM engineers) that we
   could use to help diagnose/work on new bugs and help backport bug fixes for
   this patch.

Either way, very happy to abide by the decision of the project lead on this
one :-).
