Test repo to experiment with JFR Streaming API

Hi Andrew and Christoph and all,

Following the initial discussion on this same mailing list [1], I would
like to request the creation of a staging repository so that the people
who have interest in this backport can start experimenting with a
possible implementation that is suitable for 11u.

The original backport poses some challenges, for example it is adding
some API in protected namespace, so we know we will need to request a
careful CSR and we will likely need to explore what options we have
that keep us compatible with the current 11 specification; this email
serves a starting point for such discussions, especially regarding the
pros and cons of this backport - in particular if there are concerns -
and questions.
