RFR [jdk11u-dev]: 8246094: [macos] Sound Recording and playback is not working

Hi, please review  the jdk11 backport of  8246094 .
In jdk11 the makefile changes go to another file make/launcher/LauncherCommon.gmk  , and need slight adjustments in the makefile .
