[11u] RFR 8213535: Windows HiDPI html lightweight tooltips are truncated

I would like to backport this to 11u for parity with Oracle 11.0.10-oracle.

The original patch does not apply cleanly, but conflicts are minor.

1) PopupFactory.java
   Copyright year

2) StalePreferredSize.java
   Imports, @bug, @module and run lines

They are easy to fix manually.
