Additional Labels for Backport Work

Hi,

As two of the corresponding three 8u and 11u maintainers are actually
overlapping, I wonder if these new rules already automatically apply
to the 11u updates process as well or do they require an additional
approval of the 11u lead maintainer (Andrew H.)?

I'd personally welcome the use of the new tags in 11u.
