Additional Labels for Backport Work

I think the labels are a good way to get things sorted.

Regarding "Locking an item for working on it", I was encouraging people to add some comment. But a label doesn't seem bad as well.

I can create the jdk11u-needs-review filter and update the documentation in the 11 Wiki to align with 8u, if nobody opposes. Will wait a bit for feedback, though ��
