Hi,

please help reviewing this exclude list backport.

We're intermittently seeing runtime/handshake/HandshakeWalkSuspendExitTest.java failing in our test env. There have been fixes in JDK13 but for 11 I think the test can/should be excluded. Please review as the patch didn't apply.
