This is a good point. We're on the threshold of moving to github,
and the new workflow addresses some of the issues that we're
wrestling with here. It'll take some time for most of the non-
core backporters to come to terms with any workflow change, so it
makes little sense to create a new way of working that'll be gone
almost as soon as it is implemented.
We should do the JDK 11u move to github first. Let's meet in the
new year after the CPU is out.
