[11u] RFR: 8254104: MethodCounters must exist before nmethod is installed

I am downporting this for 11.0.10 parity. It did not apply clean.
I'll bring it to 11.0.11, i.e. jdk11u-dev.

I dropped the change to jvmciRuntime.cpp because it is for code that came with
"8220623: [JVMCI] Update JVMCI to support JVMCI based Compiler compiled into shared library"
