[11u] RFR 8238591: CTW: Split applications/ctw/modules/jdk_localedata.java

Hi, Aleksey,

jdk_localdata_2.java is a new file, but the webrev seems to show it as a copy of jdk_localdata.java. Revise the webrev?

    Unfortunately, there are minor context differences: @module java.base/jdk.internal.access is not
    applicable due to missing JDK-8211122 (already rejected for 11u). So I had to drop that line from
    the new copy.
