[14u Communication] 14.0.1 higher bar

Hi Aleksey,

So, generally you should always use the RDP2 date to err on the side of
caution. However, given the short period of time between the update repo
creation and the RDP2 date for 14.0.1 we try to get as many of the (less
risky) changes into 14.0.1 even after RDP2.

I manually merge these changes into the 14.0.1 stabilization forest as
you have surmised.
