RFR (XS) 8237806: Convert TIMEOUT of sun.net.dns.ResolverConfigurationImpl into property

Hi,

This looks like it should be going to net-dev at openjdk.java.net if 
intended for mainline jdk/jdk. Also adding a property will need a CSR 
request to be filed and approved:
