RFR [jdk11u] : 8249255 : Build fails if source code in cygwin home dir

Hello, please review the jdk11 backport of  8249255 : Build fails if source code in cygwin home dir  .
The  code change goes to another file in jdk11  ( make/autoconf/basics.m4 , not basic.m4 ) .
Additionally ,  I had to use  BASIC_FIXUP_PATH   in jdk11 instead of  UTIL_FIXUP_PATH  in jdk/jdk .
