[11u] RFR: 8172404: Tools should warn if weak algorithms are used before restricting them

Hi

I downport this for parity with 11.0.9-oracle.

I had to resolve a row of files.

Main.java:
This does not apply because 15 uses fullDisplayAlgName().
I adapted the code to use this, too. It comes with downport of 8233228 which is in work.

Resources.java, TsacertOptionTest.java, Warning.java: Copyright only

ConciseJarsigner.java, DefaultOptions.java, NameClash.java and EC.java are shell tests
in 11. Moved fixes there.
