[11u] RFR: 8244703: "platform encoding not initialized" exceptions with debugger, JNI

Hi,

I would like to downport this for parity with 11.0.9-oracle.

The change to make/modules/jdk.jdwp.agent/Lib.gmk does not apply. 
The file does not exist in 11. It was renamed and reworked in 15.
The original file is make/lib/Lib-jdk.jdwp.agent.gmk.
The coding added with the patch was already there in 11, but removed 
in the rework, so there is no need to patch Lib-jdk.jdwp.agent.gmk.

So this RFR basically asks for agreeing on leaving out the change to 
the makefile.
