[13u] RFR: 8235563: [TESTBUG] appcds/CommandLineFlagComboNegative.java does not handle archive mapping failure

Hello,
I would like to backport the fix for 8235563 to 13u.
It's a test only change, and already included into 11u.

The changes are the same as for 15, but should be applied to
test/hotspot/jtreg/runtime/appcds/CommandLineFlagComboNegative.java instead of 
test/hotspot/jtreg/runtime/cds/appcds/CommandLineFlagComboNegative.java, 
because 8202339 that modifies the test location is not backported to 13u.
       
The affected test passes.
