[11u] CSR JDK-8245689 Align some one-way conversion in MS950 charset with Windows

Hi Ichiroh,

I've just checked your request.

The bug-item you created https://bugs.openjdk.java.net/browse/JDK-8245689 is of type "backport". I guess you've intuitively used "More" -> "Create Backport" of the original CSR. Unfortunately, that doesn't work correctly.
So, I've made JDK-8245689 a backport of the original bug (https://bugs.openjdk.java.net/browse/JDK-8232161). It should get resolved once you actually push the backport (under its original bug id, of course). However, from that backport bug (JDK-8245689) you'll have to create (and edit) the backport CSR via "More" -> "Create CSR". Please let me know when you've done that and I can review.
