CFV: New OpenJDK Updates Committer: Simon Tooke

I hereby nominate Simon Tooke (stooke) [0] to OpenJDK Updates Committer.

Simon has done work in the main JDK project [1] as well as backporting
work for  [2]. Making him a committer would aid this backporting work
by avoiding the need for someone else to push his fixes.

Votes are due by 21h00 UTC on the 20th of March, 2020.

Only current OpenJDK Updates Committers (and above) [3] are eligible
to vote on this nomination.

Votes must be cast in the open by replying to this mailing list.
