[jdk11] 8233649: Update ProblemList.txt to exclude failing headful tests on macos

Hello, please review the jdk11 downport of    "8233649: Update ProblemList.txt to exclude failing headful tests on macos"  .
This change is in Oracle jdk 11.0.7 so it is beneficial to have it in OpenJDK 11 as well .

The patch did not apply cleanly so I had to adjust it a bit .
