[11u] RFR (S) 8231118: ARM32: Math tests failures

Patch applies almost cleanly, but runs into conflict in sharedRuntime_arm.cpp, where jdk11u still
has Oracle's AArch64 port. Applied those hunks by hand. 11u webrev:

Testing: arm32 cross build, spot-checking Math tests
