[11u] RFC: Update Graal in OpenJDK 11 Updates?

That's right. As discussed when we met the Graal people in Zurich last
year, it is a goal to do the work necessary to support Graal on
OpenJDK 11 rather than Labs JDK 11. That requires some changes to
JVMCI. Does it require Graal itself to be updated? Does the Graal build
use the Graal that's in the JDK for anything?

OpenJDK 11 itself must be protected, so it may be necessary to produce
a Graal fork of OpenJDK 11 if these goals conflict. This is, I
believe, the situation with Oracle: they have a separate version of
the JDK, Labs JDK 11.

I'll get some of the Red Hat people who know more about this stuff
than me to weigh in.
