[11u] RFR 8212986: Make Visual Studio compiler check less strict

Hi,

I would like to backport this small patch to 11u, so that can build JDK 
with VSC++ with different locals, other than English.

The original patch does not apply cleanly, but the conflicts are minor, 
just line shifts.
