RFR [jdk11]: 8238575: DragSourceEvent.getLocation() returns wrong value on HiDPI screens (Windows)

Hello, please review the jdk11 backport of  8238575  .
The patch mostly applies nicely , however  the  test   test/jdk/sun/awt/dnd/8024061/bug8024061.java
Had to be adjusted manually  for jdk11 (reason seems to be the (in jdk11) missing 8210039: move OSInfo to top level testlibrary  ) .
