RFR [jdk11]: 8242141: New System Properties to configure the TLS signature schemes

Hello, please  review  the backport of  8242141  to jdk11.  The patch mostly applies, with small adjustments .
Additionally
SessionTicketExtension.java
Is missing in jdk11 (that file was touched too  in jdk/jdk ).
