[11u notice]: jdk 11.0.8 rampdown started

Hi,

Jdk 11.0.8 rampdown starts now. The current state of
jdk11u-dev was merged to jdk11u, no further merges
will take place.

Further changes for 11.0.8 must be requested with
jdk11u-critical-request tags, and they need to be pushed
directly to repository jdk11u.

Repository jdk11u-dev is open for 11.0.9 developmment now.
