[13u] RFR: 8232080: jlink plugins for vendor information and command-line options

The context difference in classLoader.cpp is caused by absence of the
fix for 8227370: Remove SharedPathsMiscInfo in 13u.

There seems to be no reason to pull the fix for 8227370 into 13u at the
moment, so the adaptation to the context differences looks fine to me.
