[11u] Is 11u now frozen for 11.0.9?

I see a jdk-11.0.9+10 tag on 2020-09-30, which matches with what
should be the last promotion according to the 11u wiki [0], but no
announcement om the mailing list regarding this.

What is the current state of 11u?
