[13u notice] jdk13u-dev open in GitHub

Hi all,

almost as planned [1], we have completed transition of jdk13u-dev team repository to Git.
Now it is in  https://github.com/openjdk/jdk13u-dev and open for backports targeted
for January, 2021 release (13.0.6).
The master jdk13u is still in Mercurial at least until after October release (Nov 5 is estimation).

The workflow for simple backports is not clear for me yet. Let's consider it work in progress.

Regularly, for a backport without merge conflicts/updates it is enough
to explain the need in JBS comment, set jdk13u-fix-request label there, get jdk13u-fix-yes,
and push. In the new Skara workflow on GitHub [2],
a review of a pull request seems always necessary. The attribution conventions also may be
different and require discussion.
