[jdk13u-dev] RFR: 8261585: Restore HandleArea used in Deoptimization::uncommon_trap

Low risk minor patch required for parity with odjk11. Applies cleanly.  Get RuntimeException from newly added UncommonTrapLeak.java:45 without the patch, pass the test with the patch.
