[11u] RFR 8246274 and 8245511: G1 adaptive IHOP does not account for reclamation of humongous objects by young GC

Just to clarify, these patches applied cleanly from an internal JDK11 repository where they have been running in production since September, 2020. The original patches exported from 15 and 16 required minor modifications (renaming of g1_policy accessor, for example).
