[jdk13u-dev] RFR: 8230010: Remove jdk8037819/BasicTest1.java

I'd like to backport JDK-8230002, JDK-8230010 to jdk13u for parity with jdk11u.
The original patch applied cleanly. 
Tested with test/jaxp/javax/xml/jaxp/unittest/transform/SecureProcessingTest.java.
