[jdk11u-dev] RFR: 8257913: Add more known library locations to simplify Linux cross-compilation

This backport of JDK-8257913 is another prereq for GitHub Actions in 11u. I had to make it fit a little bit. The changes to .github/workflows/submit.yml were dropped obviously as the submit.yml that I'll propose will not need the removed parts then.
