[jdk11u-dev] RFR: 8248899: security/infra/java/security/cert/CertPathValidator/certification/QuoVadisCA.java fails, Certificate has been revoked

Unclean backport to match `11.0.14-oracle`. The conflict is in ProblemList, because it is slightly different in 11u, I resolved that conflict by hand.
