[jdk11u-dev] RFR: 8169959: javax/swing/JTable/6263446/bug6263446.java: Table should be editing

Backport for parity with Oracle 11.0.14.

The original patch does not apply cleanly. The conflict is in ProblemList.txt, resolved manually.
