[17u-communication] Invitation for new maintainer

Hi,

We think Goetz, together with the JVM team at SAP, are ideally suited
for maintaining the JDK 17u repository.

JDK 17u is an important release for Amazon. The Corretto team is
committed to support Goetz and his team with maintaining 17u in the
same way we're already doing this for 8u and 11u.
