[jdk16u] Are we ignoring jdk16u-fix-* protocol?

As I understand, this is on purpose.  They did not want to change
the process when going from mercurial to git.  And in mercurial, 
there is also no automatic check for the tags.  We had the case
that people pushed to 11u without tags.

For me, this is a reason to go to git:  once there, and everybody 
got accommodated to the new infrastructure, we could start 
agreeing on such new, additional checks for 11u.  
I would appreciate this particular check.
