RFR [jdk11]: 8256258: some missing NULL checks or asserts after CodeCache::find_blob_unsafe

Hello, please review the backport of  8256258  to jdk11 .
The patch fits in nicely into 11 but had some issues because of copyright headers and some other changes in the stride .
