[11u] RFR: 8222518: Remove unnecessary caching of Parker object in java.lang.Thread

As Richard noted, it's a useful cleanup and "reduces footprint without performance cost."

Amazon has a number of small performance/footprint backports we've been running internally in 11.0.9 for the last 3 months that we’d like to upstream. This is one of them.
