[11u] RFR: 8202343: Disable TLS 1.0 and 1.1

I'm a bit late here but want to share my comments:

 * I agree with the decision of backporting this to 11u, and disabling
TLS v1.0 and 1.1 by default
 * Webrev.01 looks good to me
 * I agree that Oracle's CSR applies to OpenJDK too
 * I agree with the decision of backporting 8256682 and 8257083 to 11u
as followups; while not backporting 8214140. Note: we need to track 8256660.
